I have oily skin and dry skin?

I have oily skin, but when I go to wash it by massaging the soap and rubbed clean with water and facecloth I end up with dry skin everywhere on my face. There are lots of dry skin on my eyebrows, between my eyebrows, nose and cheeks. What can I do otherwise than steaming?
